No one. That is the whole point of the game.

So it's ok to pay to win rather then cheat to win?

Pay to win doesn't really work in eve. You can pay obscene amounts of money to get the biggest bestest thing. You can pay even more to skill into it. You can pay even more to kit it out.

But money can not replace experience and time played, and no human can multi enough accounts to take on groups of hundreds of people if someone decided they want you dead. None of the big corps will take you without years of proven experience either, what with it being Eve and all.

The most money really gets you in Eve is more expensive things to lose.

Permaban all botter's in every game the dev makes.. There is no place, or tolerance for it unless the game is designed for it.

Devs of games pay for bots as fake users to keep investors happy etc. It is way too common with online services.

A game where multiple times mass ban software caught 10's of thousands of legitimate players is not the one to reference.

I played a little bit of Eve. It's a cool game, and it was fun but it's a game that takes a large investment of your time which wasn't really my cup of tea.

It's not cyberbullying at all if they're not targeting the people behind the characters.

If some players decide they want to kill botters or anyone really, that's fine.

Welcome to Eve-Online, this is nothing new and 90% of the people play the game to grief others. This exact call for the extinction of botters has been done dozens of times. There was also the Hulkageddon as well. This game puts the players in control, if you want a game guiding you and telling you what you should be doing then I would look else where.

I played for 10 years, but they never expanded the galaxy and the population has been growing like crazy which makes it hard to find decent 0.0 last time I played, I cant imagine playing now.
