I have been playing in DX11 with good results (no DXR nonsense). Switching to DX11 seems to be the smart move on every game I own that offers both DX11 and DX12.

Most, if not every, DX12-supporting game is still built with DX11 as the native renderer, in order to run on the majority of graphics hardware out there on the Windows platform. This means that the game loop logic is still fundamentally low or single-threaded and will never be able to take advantage of DX12 parallelism to the fullest. Right now, DX12 is just a checkbox for DX11 games in order to sell the label on those GPU boxes.

When developers feel that there are enough DX12-capable hardware out there, they can switch to it as the native renderer and build better multi-threaded game engines. In that future, DX11 will then only be a fallback renderer, and its performance will actually suck. You know why.

I'm not sure what you expected.

Do we expect the next gen consoles to be exclusively DX12?

I think this can only be done 'right' if the engine is built from the ground up for DX12, and not version 1.3.3.3.3.3 or something. That will be very rare, and only games like AoTS right now are built like that.
