ya know a day ago when i mentioned it was a bummer to have xbox live is really only about another log in. i'm not about DRMs or bloatware or whatever, i learned to live having to run punkster w/FC2.

I think Phil's criticism is largely based on the fact that it currently doesn't offer much to PC gamers and this is part of their strategy to change that.

From a technical standpoint, the windows store works perfectly. There is nothing wrong with the way it works. There's no reason for them not to push users towards it. Very few people would change their stance on buying the game just because they have to sign into the xbox app.
I think the porting of DX12 to Win 7 has something to do with this, which would rule out needing the Win 10 Store. I'm guessing if they wanted to force the store on people they wouldn't be bothering with Steam, which leads me to think they're going purely for sales numbers. Of course it's all speculation at this point.

Always down for a little Halo nostalgia! Though I think those looking for a real remake are going to end up disappointed with the basic port you know this is going to end up as.

This is just completely untrue. It works perfectly. I've downloaded lots of games and app from it and never had even the slightest issue, nor have I heard of anything beyond a few awkward limitations for a few games in the very early life of the store and seeing how much I read about this kid of stuff, I would have heard if the windows store had any significant issues.

No, it doesn't. Just because you personally haven't seen this issue doesn't mean it has no problems at all. The store has significantly slower download speeds than any other digital storefront in existence. Not to mention the laughably bad UI, games not installing, etc. You must not read any reputable tech news site or any gaming sites if you're unaware of this.

I just did a fresh Windows 10 Install, and the Microsoft Store doesn't even launch. So yes. The Microsoft Store does have issues regularly.
