You have Cloud, Aeris, Tifa, Barret, and Red XIII when you leave Midgar.

You get the rest later (after taking the ship across the ocean, 2nd continent) and by Rocket Town I believe you have them all. Well, assuming you do the quests to get the two 'optional' characters.

And who knows if it will be the same in the remake or not, probably.
