It's Unreal engine, what do people expect?
Unreal never runs fast and well optimized with 3rd party games/apps. It's been that since they allowed 3rd parties to use it.
Cell shaded... well that's only another effect on top all the traditional shaders and effects used in any other game. Granted with a more simplistic and less realistic lighting, shadows, fog, ... it could be rendered relatively flat looking with black edges. But no, they want a full modern looking graphics with all effects that eat a lot a LOT of performance in Unreal engine, and then slap black edges on top of it. Plus I think the edges are actually in textures etc. as adding these is a bit tricky as a post processing effect, the whole game is designed artistically around using the black edges. So one can think of it as any other Unreal based game, only this one has a more distinct visual design.
Unreal can look great with using it's full visual potential, but also bad, real bad when not or not doing it right. And using all the nice effects kills performance hard.
skupples: Developers like this are "sponsored/supported" by GPU makers. They do profit one way or another. Most of the time though, devs don't have infinity time=money, so they make it run (often barely), do some basic fixing and tweaking so that it runs at all and launch it. No extra optimizations to reduce game size, improve performance, etc. Only for console they are forced to set it pretty much almost all to low like PC settings so it runs 720p30, 1080p30, add temporal, checkerboard and such accumulation to fake higher resolutions.
