Wars have been on the decline if you look at raw numbers, 1st world nations have been replaced wars with economic conflicts. This makes sense I think because a lot of these countries have nukes and everyone is afraid of them, it would be suicide to wage war.

China has complete control of its economy, it will just deflate its currency or just force workers to work for less. If this was scaring china they would easily counter it. The last round of tariffs were countered almost immediately by them devaluing their currency.
