Yeah getting a brand new part DOA is very unlikely. Not saying it doesn't happen, but it's like 1/1000 (more depending on the part, like CPUs are probably 1/100,000). The only part I have ever received dead was an OEM disk drive I bought like 4 years ago and that was because the moving part was broken, and most PC components don't have moving parts.
