Mutiple cooling questions

I have three questions about cooling:

1) Can I attach 2 120mm fans to GPU headers, given I have adapters? Will a XFX 580 be able to power them?

2) Is it possible to attach a downdraft air cooler like the CM Geminii 4 to a gpu? I see they have an offset so it appears it wouldn't interfere with the mobo.

3) Is $40 a steal for a used Noctua NH-D14?

1) yes.

2) yes as long as you're not expecting it to just bolt on.

but you'd be better off just grabbing something like the Morpheus II or the Arctic Accelero Xtreme III so you don't have to worry about a million pound heatsink snapping your card in half.

3) if it's got all the original accessories and mounting hardware, sure.

Intel i9 9900K Coffee Lake @ X8 5309mhz (+47.5%)
AMD FX-8320 Vishera @ X4 5022mhz (+43.5%)
Intel i5 4690K Haswell @ X4 5013mhz (+43.2%)
AMD X4 960T Zosma @ X6 4870mhz (+62.3%)
Intel i7 6700 Skylake @ X4 4709mhz (+38.5%)
Intel i5 6400 Skylake @ X4 4588mhz (+69.9%)

1) with adapters you can connect 2-3 fans but power draw shouldn't be very high.

2) I don't think its worth at all, you'll get better performance without any compatibility issues with Arctic accelero series gpu air coolers.

3) 40 USD will be steal for a NH-D14 in my country.

1) Yes, you can repladce stock GPU cooler fans with 120mm or 90mm or 80mm fans. I've done it several times. Just remove stock shroud and fans then install new fans with zip-ties.

2) Yes, but just changing the stock fans will probably give you good cooling. Also remove all PCie back slot covers to improve case front to back airflow. You might find the below link to how airflow works and how to optimize it in your case of interest.

3) Yes, $40 for NH-D14 is a good deal, but you might need to buy new updated mounting kit. If owner is original owner Noctua will give them a new mount, but usually not free to 2nd owners so might be worth asking owner to request updated mounting kit to be included in purchase.
