I’m surprised to see TS140D so close to D15. To me that would be a good budget cooler.

Yes, but direct heat pipe coolers apparently don't do well on the new gen Ryzen due to the chiplet layout. I'm also not sure it would fit in the OP's case with the fan height added.

Did u try cleaning the stock heatsink? I built a 3700x system a few days ago and the heatsink was really dirty. Rubbed it with alcohol for about ten minutes and the temps came down a lot. The stock thermal paste is crap and it seemed to leave a lot of grime on the heatsink that needs to be cleaned

If you need RGB just get Phanteks' Halos RGB frames or get the TUF edition if buying a X570 TUF board https://www.newegg.com/p/13C-0004-00084.
I have this cooler on a 3600, run really well, not too big / tall. Not in the way of the ram and usually it's under $50. I would suggest this heatsink for your budget for sure.
