Phanteks PH-TC14PE is very good and only £52.99. Spec says it's 171mm tall, but that is with middle fan setting on top of thumb screw in mounting crossbar. Just remove that screw and fan can be set flush with top of cooler which is only 160mm.

Sorry, I didn't ask what your price range and preferences in looks were. PH-TC14PE is best cooler for about £20+ less than other with similar cooling. Others like NH-D15, NH-D15S, Dark Rock Pro 4, etc. cool about the same as PH-TC14PE but as I said cost more. If you don't want to spend £53 I can suggest lower priced coolers, but they will also not cool as well or as quietly.

I might buy the Dark Rock Pro 4? That’s the only one in stock and I’m happy to pay £50/60, would this fit in a 460x rgb case with a rx 5700 graphic card? for the exhaust fan, what one would I need from currys and do I need to buy cables to plug it in?

Thermal paste, what you recommend?

Dark Rock Pro 4 will fit no problem and is good cooler with great goods too. But isn't it more like £80?

Coolers come with enough TIM for a couple of mountings.

I don't use exhaust fans but do remove PCIe slot covers to increase rear vent area for better front to back airflow. I don't think you will need any extra cabling.

You might find link below to how airflow works and how to optimize case airflow of interest:
