Because it means your settings are permanent. once you set it your done. no more messing with software to put it to the clocks you want.
It will operate like you want in every os
Obviously it may not work the way you want though. For example, my card wouldn't let me clock the memory at all with issues. Now back on the stock bios, I can clock to 9000mhz without issue.
