Windows 10 slows down internet?

So i have been having problems with my internet on my Windows 10 install for the last two weeks with it being ungodly slow and i have been tearing my hair out trying to fix the problem i have tried everything under the sun i could think of and have called my ISP a dozen times and they finally sent a technician to my place and we spend over an hour trying to find the fault and nothing at first

The problem manifested itself by showing the ping to as high as 400 something and download and upload speeds being as low as 1 megabit despite the fact that i pay for 400 megabit both up and down

We end up trying his laptop and my laptop and its fine so we are super confused as to why both my laptop and his laptop is fine when my PC on Windows 10 is super slow
So i realize since i have a dual boot system with both Windows 7 and 10 why not try the Windows 7 install and behold its fine!

So what i wanted to ask is there any update or reason why my Windows 10 install would have super slow internet when the Windows 7 and the laptops are fine?
I have done nothing to it at all it just worked and then it did not i have anti virus installed i have changed no settings all i can think of is a bad Windows update or something like that

In all of my years of PC building this is one of the most strange things i have had happen to me and my neighbors have had the same problem so its not just me but i dont kow what OS they use but probably Windows 10 as well

Anyone have any ideas as to what the hell is going on? thanks

Edit: WTH now its normal again all of a sudden???
Back to tearing my hair out trying to find the fault

Had the same, you need to make a newest installation drive and clean install Windows 10 again or go Insider Preview.

Except in my case, I went IP the moment I've seen internet blocked to 1.5Mbps. From my experience, this system does randomly break stuff and fixed other stuff and I have no idea why either.

Sory i dont understand newest installation drive? so i have to reinstall Windows 10 to fix this or what? if thats the case Windows 10 can go to hell i will go back to 7 and stay there
Also since i have two ethernet ports on my motherboard i have installed the Killer Networking drives are are now using the second ethernet port

Dont think it will make any difference but it stil pisses me off to no end that having the technician out and finding no faults is going to cost me $112 out of my pocket so saying i am angry is an understatement!

As I said, you need to reinstal it with a newest installation disk from Media Creation Tool from Microsoft. If you have installed the Center, make sure to do as said in https://support.killernetworking.com...ontrol-center/ to make sure it no longer exists.

I am building a new PC later this year or early next year so i am going to do a fresh install of Windows 10 then i am not going to bother now
In the mean time i will be going back to Windows 7 it just works

Been thinking about doing a dual boot setup on the new PC as well so maybe a small NVME drive with Windows 10 and a 2 TB AHCI SSD with Windows 7 is the way to go

Win 10 works really well. What version of Win10 are you working with 1803, 1809, or 1903? Home, Pro, Enterprise/LTSC/LTSB? Is it a legit copy i.e. downloaded from microsoft?

Bought a legal key of 10 Home last year and its been working fine right up to two weeks ago where it went to hell and started to massively throttle my internet speeds
It came and went it was super slow last weekend then it stopped last wednesday and started again late on saturday and its been super slow ever since

As i said i tired everything under the sun and had a technician from the IPS looking over everything and he could find no fault anywhere it was only when we used our laptops and rebooted into Windows 7 the problem went away so the problem is my Windows 10 install without a doubt and all that crap just cost me $112

Something somewhere in my Windows 10 is slowing down my internet and i cant be bothered to re-install Windows 10 right before going on vacation and building a new PC
Dont know what version of Windows 10 i had as it forces auto updates on you

Edit: by the way i have always hated Windows 10 it has been nothing but problems things not working anymore and trying to figure out how that god damm garbage OS works
Even after using it for over half a year i still hate it and i was sure there was no way i could hate it more but it just had to prove me wrong!

I have had enough i am not going to waste as much as a single second on it untill at least i have gotten back from vacation and i probably wont bother as long as there is still support for Windows 7

Check your NIC settings and re-install the ethernet drivers imo. Make sure it's set to full duplex on your router. Maybe you changed something on accident and it nerfed your link speed.
