Never had this problem before. I changed mobo, cpu, and ram. Everything else is the same.

Ive done everything with drivers, windows updates, and everything how-to off the web.

When I click shut down, the video feed shuts off but the pc is still on.

Also restart takes forever when it works.

My thirst needs quenching.

I think you have bigger problems than that. This post is riddled with "s".
Not sure if it's the PC you are using or if it's OCN, but I suggest clearing that up first before anything else.

Still no go. I didnt add any software so if it is a program causing the problem, I have no clue to what it would be.

My thirst needs quenching.
