I've got a MII on a 1070. I believe 140 might end up to be louder in this use. Your problem with cooling is keeping VRMs cooled. GPU is not a problem, mine goes 42° max. I imagine I could run it passive and still get a good temp with caseflow. Only the board really need fans.
Speaking of VRMs, did you manage to mount the larger VRM heatsink, or had to settle for a bunch of the smaller ones?
