You can install a new kernel at any time, same with the mesa driver. No real knowledge required anymore, just select it from a menu, reboot and you're done.
I'm sitting on the latest Mesa since today making it 15 days since release and could pick the 4.20.0-1 Linux kernel for quite some days already and it was released a week ago.
I'm not saying that there won't be problems, but adoption sure won't be one if you're interested.
