He means that if you buy a cheaper panel, you have better luck with no dead pixels.

This NewEgg special I have here is 144Hz 1ms 1080p and had 0 pixel issues. If it had any below what the dead pixel policy was at the time (5 or more I think it was) I would have immediately sold it and tried another. 0 is the only acceptable answer to your question.
