Ryzen 2600 does boost when already overclocked?

Hi mates!
I have a Ryzen 2600 (my signature rig) and when on stock settings was always boosting to it's max, 3.9GHz on stock voltage 1.35v.
I saw that already on stock voltage, it does 4.1GHz, setting it on BIOS multiplier 41 and FSB 100 fixed.

The thing is that I have two monitor softwares, HWMonitor and HWInfo, and the first one reports a maximum core clock of 4.7GHz and the second one reports maximum core clock of 4.1GHz, so I don't know which one is lying.... I understand that if HWMonitor is right, 2600 can boost from oced speed as it does from stock speed, is this right? Or HWMonitor is wrong and there is no boost speed when manually ocing from UEFI?
