Ive noted on my pair of 2080Tis that power limit is the deciding factor. If you can keep the temps down and don't add any voltage the power will stay lower and you get a better OC. I got to exactly where you are on air pumping it up more did nothing as it would hit power limit by adding volts. With decent water blocks my loaded temps on a hard run dont pass 45C and I managed to squeeze out another 100Mhz to 2150 on the core but thats all she wrote. Keeps it right below the power limit. This is with Strix 2080Ti O11G cards and Phanteks water blocks (first decent ones out for this PCB). EK and watercool are a bit late to the party.
