RX 480 voltage spikes under light load

I have my Asus Dual RX 480 overclocked to 1440mhz, cooled by cpu waterblock. Its at about 1.21v on load, but in light load where clockspeed is jumping around i see some voltage spikes in hwinfo, it says maximum voltage was about 1.42v. In gpu-z max voltage shows about 1.3v. I also did some testing with about 1.3v on load, hwinfo said max voltage was 1.5v.

Should i be worried about these spikes, and would it be safe to run higher than 1.21v?
