But man 4gb of ram on any system today is cutting it close.
I would get a b450 board personally, AMD ironed out a lot of the memory related problems among other things. Price is usually very close.
Depends on the use. My file server came with 48 gb and has never used over 1 lol. For general use like web browsing, I'd say 8 is definitely the minimum and 16 more comfortable, but less may work for HTPC.
