To answer the question: You can use any power plan you'd like as long as Minimum Processor State is set to a value below 50%. The Ryzen Balanced plan sets it to 90% and is meant for first gen Ryzen and not Zen+. I use Ultimate Performance and Minimum Processor State is set to 20%.
Also make certain Core Performance Boost is set to Enabled. And you can leave PBO to Auto.
