Mobo B450, CPU Ryzen 3600, 16GB DDR4 3000+, aftermarket RX 5700 or XT or RTX from Nvidia if it actually offers better value or has features you want.

PCpartpicker used to be easy to select parts, that is if you are in the country that it's been made for.

If after all things are selected you can decide what to change to a better performing part or not. Maybe there are finally some cheaper x570 boards now too.

You can obviously take cheaper B450 mobo and trade the savings into aftermarket 5700 or XT, or remove CPU cooler as the stock is fine too, I've added one as an example.

IPS 27" 1440p 144Hz wait for the LG which is said to be around $500 I think, or it's EVE Spectrum sibling. From the older only $500 GB AD27QD might be worth checking. The $400 or below... more like around $400 often and they tend to have more issues than what they are worth as they use the older panels, same panels and issues are in the old expensive ones too.
