Something's making everything look blurry too, I'm guessing it's the ENB or a weather mod. I can look at something far away or close by, and it's blurry, then a moment later it becomes crisp/clear. It's very annoying. Even stuff right in front of me can do it. IDK how much it's motion realated.
Now I'm not sure how to disable ENB, to check.
That system should be fine for dyndolod high. You can make sure blur/dof is disabled in the game settings, it's kind of ugly compared to a good enb implementation and looks really bad if you have both the built in blur/dof and a blur/dof shader from an enb working at the same time.
As far as specs, I was able to run LOTD Plus (most demanding guide I've seen yet for PC requirements) with my sig rig at a comfortable 60 fps steady. The LOTD Plus guide maxes all graphics settings and adds several hundred mods - most with 4k or better resolution. Gaming, our rigs are pretty evenly matched, so I'd say you have plenty of horsepower for anything you want to throw at it. 4k @ 60Hz+ may be an issue, but 1440 won't have a problem with it.
