I invest in my machine as a 5 year plan with a top CPU and plenty of RAM, leaving the option to upgrade the GPU few years down the line.
Without PCI-E 4.0, I wouldn't consider Intel as an option at all, even if competitively priced against AMD. 2080 Ti already sits somewhere in between PCI-E 3.0 x8 and x16.
