OK I have:
Intel 9900K @5.0
GIGABYTE Z390 Aorus Master.
Nvidia Geforce 2080 Ti @+100 Core +1000 Memory
HP EX920 M.2 256GB PCIe 3.0 Boot drive.

Here is boot time in Task Manager fast boot off
And then other info.

In windows it is never choppy and I only have some stutters in online games and thats due to the game.
Okay I think I see why you are still choppy.

Look at the Bus Interface on your image on GPUID while it records you as PCie x16 3.0 x16 1.1

This means your gpu is running at a 1.1 bandwidth hence why its stutter. see mine attached (practially the same rig but xtreme mobo)

you may try to change this in your pcie in bios to 3.0
you may want try to check which slot your gpu is in to ensure the slot is a 3.0
you maybe using too many pcie lanes with 2x m.2 and gpu == so your m.2 could be holding back your gpu lanes...

Also I'd really suggest again updating your gpu driver in safemode...

lastly, you might want to re-install windows.. I know it's a pain.

It's a PG279Q but that's a good idea too with trying a new DP cable. I had issues with the first few DP cables I tried including the one that came with the monitor.

First off I'm not the OP.
And I don't have a problem with choppy. Also in GPUZ it show the bus @ 1.1 until there is a load then it goes to 3.0.
