This is not true for Zen 2 (and not even for Zen+, really). Something like Ballistix Sport LT (Micron e-die), which is about half the cost of b-die, can clock up to 3600C16 with minimal effort. Hynix CJR should be fine as well.

This depends on the topology of your board - X470 would do slightly better with four sticks (T-top), X570 with two (daisy chain). But, unless you're going for really aggressive overclocks and tight timings it probably won't matter either way.

Here's some costs. Also mind I'm on a relatively tight budget right now so I could only upgrade the CPU, board, and RAM for now. M.2 NVME and a 2nd set of memory for a total of 32GB next month or two.

For Intel it would look like this.
  • This used 9900K 370.08 USD ( Already bought btw, considering to resell. )
  • A new ASUS Z390-E 253.21 USD ( Or a Gigabyte Aorus Ultra if I can find one locally... Doubtful )
  • 16GB 2x8GB of 3600 C18 RAM 136.34 USD
  • And a used MA410M TUF for this 3770K build I'm stealing the H100i from.. 48.69 USD
Now that's a total of 809.04 for the Intel build. This would put me 116.87 USD over budget but I can do it, while going AMD would keep me in budget with room to spare.

If I went AMD it would turn out like this.
  • Because of the sale of the 9900K I would be profiting 116.87 USD
  • A new 3700X 379.82 USD
  • A new Gigabyte X470 Aorus Gaming 7 247.37 USD or a used ASUS X470-F for 194.78 USD
  • 16GB 2x8GB of 3600 C18 RAM 136.34 USD
That would bring me to 763.53 USD with Gigabyte and 710.94USD with the ASUS. That would leave me 54.54 USD or 107.13 USD left because of the 9900K sale to spend on something else like a M.2 SSD or that other kit of RAM for 32GB.

I'm pretty sure the 3700X won't care to throttle at all with the Stock cooler considering how cool the darn thing is and won't make any difference to using the H100i, but I could test that.

Edit 1:Oh and going Ryzen affords me the option to wait more to have the prices lower even more... Currently retailers over here are selling above MSRP.

Edit 2: Going Ryzen would also give me a cheaper upgrade path in the future for the 3950X or the 3700X equivalent of Ryzen 4000 or maybe even 5000.

If all you are doing on the PC is gaming you can ditch the NVME SSD its not faster or better in any way for gaming

It's a split workload between Gaming and Video editing. Currently only working with 1080P footage and 4K footage is being offloaded to someone else or not shot in 4K at all because of my 3770K.

My main question is now this. At 1440P the 3700X is only 7% - 10% slower than the 9900K?

Why 1440P? Becuase I like playing at 1080P Ultrawide and 1440P is closer to what my resolution is than 1080P.
