Best CPU for single threaded apps on my budget?

I asked this on another site, but it turned out to be a troll pit and I was chewed and and had to delete my account.
Anyway my budget for the CPU is around 120$ and around 75$ for a mATX or ITX motherboard.
I have a GPU, and alot of high end cooling parts.
I only use use my PC to play very old games from the early 00s and back. But I have one new game I play, mount and blade.
M&B is not all to well made and it racks up one core to the point that even some less recent I7's can be bogged down once you mod it or up the battle size count.

Anyway given what my budget is what would you say is the best single threaded performance CPU?
I don't want to skimp there as everything else I do can be done on a rather old CPU. I don't need a good upgrade path as I intend to keep the pc until it brakes nor do I intend to change my uses.

G5400 or i3 9100F.

G5400 is basically the Coffee Lake G4560. Only has two cores but if the only game you're wanting to play only uses a single thread then it should be fine. You can get one fairly easily for ~$50 on eBay, I bought one and played with it for a while for HWBOT and it did fine.

No mention of memory type you have on hand so people are assuming absolute latest cpus, Also wouldn't something like ryzen 3 3200g for ~99$ be considered? its 4 cores?

GPU i currently own: 390x/FuryX/Vega FE/RX Vega 64/RX 580 - CPUs: 5960x/R7 1700/X5650x2/E5 2863/e5 2670/R5 3600

I'd highly suggest buying used.

You should be able to buy an i3-8350K or i3-9350K(F) and a basic Z370 motherboard on your budget. overclock one of those and you'll have a very capable machine for single-threaded and even lightly multi-threaded games.

Edit:
Alternatively there's also the i3-7350K and you can combine that with a Z170 or Z270 board. But from what I've seen that's not much if at all cheaper than the previous ones I mentioned. But it might be a good choice if you can find it significantly cheaper.

I realize OP said best single thread for his budget, both overclocked(i3 9100f vs 3200g)your looking at roughly 8% single thread difference. So is 8% going to offset much real world performance vs overall use of the machine. (g4560 vs 2200g is tied) Given such a tight budget with ram not in the list of budgeted items. I have a feeling hes probably looking at ddr3 solutions.

Honestly after looking it doesn't seem like it's going to matter what cpu single thread he uses, the game is so poorly designed its barely uses a g4560 and 1050ti - and still doesn't push 60fps, so i would imagine with his mods hes looking at very low fps sub 30/20fps range or less. Chances are it isn't going to matter what cpu single thread he gets.

Old games? from a ryzen owner, whatever you chose, go Intel. Single core perf isn't everything, some old games simply perform worse on ryzen for some absurd reason. Warrock and league of legends are some example. WR runs 140 fps solid on a 7700,8700k... even on a 4790k. Go with a ryzen and experience drops to 60-80. League of legends runs very well if you stick to one CCX and only use physical cores (no SMT threads) but only 144-200 fps solid depending on IF clock... skylake and above run 300+ fps.

Edit: i want to specifically state that i have 200 solid FPS (almost no drops) in league with a 3700x. If you buy a 3600 then you will have to assign the affinity of the 4th core on another ccx, which will result in decreased perf. By how much i dont know.
