Possibly with a downloadable client, I'm not entirely sure, but Discord can also be used on just about any web browser.

They collect and sell a lot of info but there isn't really an alternative that doesn't do that

hosting a teamspeak/mumble server yourself is good if you can get others to use it and don't care about the text functionality
