High pitch noise coming from psu

So recently I started noticing a very high pitched noise coming from my psu. Even when the PC is turned off. The noise only goes away when I flip the off switch on the psu itself.
The psu I had was ax850. I installed a new seasonic 850 today and the noise is even worse! Its driving me insane. I tried different power outlets and the problem still persists. Faulty psu AGAIN?

If you take the PSU out of the case does it still do it?

I thought about doing it for I forgot.. I did it with the ax850 and you can hear it very lightly ( with nothing connected to it)

Guys I have tried 3 different PSUs so far and the problem is still there.. Yesterday I fixed it because the whine was coming from pump apparently. It was running at 100% due to bios reset, setting it to 50 removed the noise. Today I start up my pc and the whine is insane!
