can I return my psu back to newegg just because they lied to me about the spec of tx650

If i can't, i will just use it until it discontinue, and if i have to do a rma i will get the v2

are customers allowed to return their product that it is not what it suppose be

My advice to you is not to worry about it and move on with your life. You got a TX650, whether it was made by SeaSonic or CWT doesn't matter much as you'll get pretty much the same level of performance from either variant. Now if you bought a TX650V2 and got a TX650, that's another problem.

tx650 and tx650-c are both fine units.

Yeah, but SeaSonic's OEM naming isn't extremely useful for naming platforms because they break their own conventions sometimes.
