Weird issue with winrar

I recently formatted my Win 10 PC and installed Winrar on it. Winrar does function properly but for some reason it doesn't "remember" it's last position or size the way that it used to before the format. When it opens, everything is scrunched up. No matter how I resize it, it always opens as the below image.

Ive had similar things with other programs, caused by my fresh install still pointing to my "D:" drive where I keep the downloads, documents, pictures, etc. and the config file for some programs especially older ones are in my documents rather then bing in %appdata%. After deleting its config file in my documents program behavior was reset to default.

Stab in the dark but hey might be it

I don't see any saved config files or anything pertaining to Winrar for that matter in the documents folder. I also took a peek in %appdata% and didn't see anything there.

People still use WinRar?

Why not 7z?

Also, its Windows issue. I had similar issue, reset fixed it (along with all other issues i had at that time).
