Mint 18.3 is based on Ubuntu 16.04 and includes 4.10 of the Kernel which supports Ryzen.  I was getting black screens when I tried Mint 17.3 on my 1700 and went to Ubuntu 16.04 to get around it.

Ubuntu 17.10 (artful) has Linux 4.13 supposedly according to Distrowatch

https://distrowatch.com/table.php?distribution=ubuntu

You could try UKUU (Ubuntu Kernel Update Utility) otherwise if trying to avoid the commandline

Teamviewer doesn't work with 17.10 with the default setup. Supposedly there are workarounds but I don't like it. I don't like have to grab the desktop and scroll up every time to get the desktop. BM can't be pinned as a favorite.

Doesn't seem to be AMD related. One of my seg fault tasks also had a seg fault on a 2600k. Looks like they were all cancled.

I went ahead and ordered the RMA for my 1700. Whole process took about 2 weeks, but 8 days of that was Fedex from CO to FL, it only 2 days coming back. Other than filling out the online form I was not asked for any supporting documentation. The replacement came in retail packaging, so now I have another air cooler too. The date code on the new chip is 1733.

If I remember properly, it is supposed to be after week 25 that they don't have the bug.

I recently was in a meeting with AMD reps and this was one of the topics I asked about. I got the answer I wanted and I'm really tempted to answer here.

But unfortunately, I don't know what is under NDA and what isn't. I'm pulling my hair out over this because I'm sure everybody wants to know, but I also don't want to face the consequences if I leak something either intentionally or unintentionally.

So at this time, I can neither confirm no deny any of the rumors floating around about this. Ugh...

I'm just waiting for the Ryzen refresh. I don't want to be without my rig waiting for the replacement...I'll just deal with the 3 or 4 attempts it takes to successfully compile Chromium and Mesa. I don't think its affected me yet crunching.
