Its the best z390 ITX motherboard out there with strong VRM I don't think this is the problem but maybe ask amazon for an rma ?

I thought it could be result of power saving features kicking-in, not the issue with the mobo, but it could be the mobo too.

but if you have the same issue under 2 operating systems and multiple mice, I would change the mobo.
