In EU Vega was always a bad deal and still is even compared to RTX and going out GTX cards...
AMD's pricing in some regions is nonsensical, uncompetitive, terrible supply and prices. Most of the time they simply hand over a win to Nvidia on a plate even with Nvidia being out of their minds on pricing often... AMD still manages to be worse value and that really kills them in consumer eyes.

No joke. Nvidia has given them tons of room to work with in regards to pricing so they really need to make something happen. My wallet keeps telling me I should be happy that there is no worthwhile upgrade for my 1080ti but it doesn't help.

Looks like that slide is referring to low power APU type stuff rather than a full on GPU.

I would settle for a 1080Ti honestly but my 780s are getting long in the tooth if that's a thing lol. I really hate to inadvertently give Nvidia money but damn i need an upgrade and how sweet would it be if we got 2080 performance at 500? Though that said i feel like half the people wait for AMD to release a good product only to get their Intel/Nvidia products cheaper. Which is mind boggling.
