12GB is still fine for 4K for now. We dont know what next gen consoles will do to PC gpu vram.

I would be really surprised to see less than 16GBs of Vram on the next high end GPUs.

The issue memory bandwidth. If you look at Nvidias past you might be able to predict what they will have.

780 Ti 3GB-384-Bit-G5-7GHz ~ 336.6 GB/s
980 Ti 6GB-384-Bit-G5-7GHz ~ 336.6 GB/s
1080 Ti 11GB-352-Bit-G5X-11GHz ~ 484.4 GB/s
2080 Ti 11GB-352-Bit-G6-14GHz ~ 616 GB/s

780 Ti to 980 Ti there was no change in speed but delta color compression saw the biggest increase ~ 25%
980 Ti you got faster G5X (10GHz), 11GHz because 1080 Ti was launched much later in Pascal's life and again improved delta color compression ~ 20%
1080 Ti to 2080 Ti G5X to G6.

I suspect 3080 Ti to have either 22GB-352-Bit-18GHz or 12GB-384-Bit-18GHz.
Worse case is 12GB-384-Bit-16GHz.

It would be very interesting if Nvidia did something like 15GB-480-Bit or 14GB-448-Bit @ 16GHz.

If the 3080 barely beats 2080Ti that leaves a lot of room for Big Navi to come in between 3080 and 3080Ti.

if its the full die, then that would mean Titan would be a cut down tesla? but tesla doesn't use RT cores, right? so then wth is titan gonna be?

and boo on the memory bit of the rumor, but its par for the course for NV. Seems like that's somewhere AMD can continue to beat them, though it seems they've kinda tapered off the high end memory usage thing as of recent. Hopefully just keeping in the bag of tricks for "later" gimme double the 5700xt cores on RDNA2 + HBM and you're gonna get my money.
