AMD doesn't control their supply of silicon. It is about whatever TSMC is tooled to produce. My guess is that TSMC implemented a refinement on their 7nm process that allows AMD to bin for slightly higher clock speeds.

A few things that do make it a bad rumor is the naming (XT, matches the gpu lineup too much), and the perf % boost. 5-10% seems a little high for a refresh.

My $0.02 is that it is just a marketing ploy because of Intel's slightly better performance in the recent release .
Sell a few better binned CPUs to keep AMD in the narrative .
If they are decently faster I will probably buy a 3900xt if they are not the machine will keep it's 2700x for a while longer .

I dont think its just binned CPU. They do that already. These are most likely better silicon due to maturity. 3950X is more of a binned CPU.

I see zero reason for AMD to even bother with such a thing before zen 3.
