Maybe they have a surplus of good binned chips now that they saved for the 3950x, other than that doesn't seem needed with next gen out in 4 -5 months?

It's WCCFT, what do you expect, it's a rumor. They did a price cut, which some customer may see in shops while others won't and it will get eaten by sellers for more profit. Doubt that they will bother releasing different specs and name, they can sure, but it's probably not needed and they can't magically raise the clocks high enough that it would matter.
