I don't know how to reset the monitor settings besides no using it for a year, just post what seems to be off in the settings and we will try to help you through it.

You could try reinstalling the driver for it or finding a new one...that helps sometimes

I have seen that before, but I can't remember the setting.
I beleive it is the vertical arc settings for your monitor itself, do you have a setting to play with that is labeled by two horizontal lines joined by two inward arcs?

well maybe, I mean if the arc is only on one side of the screen it could be that a controller chip in the monitor went out. try leaving it unplugged for a couple of hours and see if that resets the monitor(cheap ones don't hold a charge for long).
