CPU core ratio should be set to Sync All Cores or something similar.

your bios settings look fairly standard to me. probably has not affect on the core clock speed issue you´re having, but whats your LLC set to?

maybe caused by hardware, do you have any bent pins?

CPU Core Ratio should be set to: Sync All Cores (i know you said you have tried it but it needs to be changed to the correct value)

What program are you using to load the CPU?

Try reseting the BIOS and than re-entering your values

G.Skill TridentZ RGB 3600mhz
Asus Strix OC 2080Ti

I've used the cpu-z test and 3D max (its a 3d workstation)

How should i reset the bios, manually?

Try and use Asus RealBench software and see if it will load up all your cores.

No go into the bios and load optimized defaults and than exit he bios and then go back into bios and enter your settings again. I would only do this part if RealBench doesn't load all your cores to 4.0

Cpuz is not the proper software for monitoring CPU frequency u need to try using https://www.hwinfo.com/download.php it will allow u to monitor core temp also and other temp and voltages. Does RealBench show the CPU frequency correctly during the test?
