Unless you have a PSU of terrible quality, your power supply is not the issue.
This doesn't really change your point, but I'll point out that the 7820X isn't the same as the HCC chips. My 7940X @ 4.7 GHz will easily pull 380W under ambient - not delided.

I imagine that a delided 7980XE under a custom loop could probably draw 500W+ under ambient.

Start from stock 24x and work up from there. From my experience with 3 of these HCC chips, none of them were stable at 32x with default voltages.
Would you recommend going to like 1.3v? My water-cooling system can handle the temps I just want a nice stable OC that really isn't going to ever be an issue.

Running fine at stock mesh. Is there any downside to me keeping it at stock? No crashes or issue, stock voltage at 4.4ghz.

Back in July, my 7900X was bench-stable at 3.2 GHz cache with ~1.25v. For the next 6 months, I ran it almost 24/7 under sustained load at 3.0 GHz with roughly the same voltage. When I retested 3.2 GHz in December, it never made it past boot after multiple tries.

Your results may vary. At this point, I personally wouldn't go above 1.2v for that cache/mesh.

The HCC chips are noticeably weaker, but I don't have any longer term degradation results for them.

L3 cache and memory performance are significantly worse at stock mesh multiplier than what is likely to be readily achievable.

Hi,
I believe stock cache/ mesh/ uncore is 27 or at least that is what kept coming up for me
30 is about all I've seen being used by many experienced oc'ers around here.

My 9900X does 30x mesh at 1.05 V, stock VCCIO & Uncore.
32x mesh requires 1.2 V, 1.2 V VCCIO, and 1.45 V Uncore.
I left it at 30x. I still run 1.45 V Uncore for 4000 MHz memory.

I would drop the mesh to 31x as well. Also, what Vcore are you running on the CPU?
