No. Seems normal since you and I have an average chip (mine does 5 ghz @ 1.270v realbench stable, did not test 5.1 ghz).
SL says 46% of the chips reach 5 ghz, and 16% reach 5.1 ghz. That's a pretty steep dropoff. Those are for non delidded chips.

If the statistics say less than 50% of 9900k's can hit 5Ghz at 1.3V, I'd say you've got a better than average chip if it can do it under 1.3V :/

Tested 9900K at 5.2/4.8 under RB V2.56V for an hour now (at 1.375V). Max temp is 67'C with full AVX. Might have something to do with having my rad (MO-RA) reaaally close to the window, and it's just only a few degrees out here. My 1080TI (under water) is idling at 10-13'C.. Compared to the 20'Cs.

I was hitting 100c at stock settings in prime95(AVX) load with a le grand macho rt air cooler. I was able to lower temps by disabling HT and the IGPU and do a minor overclock to 4.8 ghz now temps reach mid 90's with p95 avx load. Really need a really good water setup to actually overclock this thing properly.

Im pretty much the same.

Aida64 stress stable, dont bother with prime as it pushes temps to insane levels and an amount I would never see my cpu hit anyways.

I leave it at 5ghz as 5.1ghz is too hot and the noise on a 240mm cooler is bonkers loud.

So I'm not the only one struggling even with a big air cooler, good to know I'm not alone. I guess these things really need water. Will be getting on that soon.

No kidding, my 8700k needs 1.45 to do 5.0(AVX). These chips look great in comparison considering they have two more cores.

"The electricity markets in the two most-populous states couldn’t be more different. California government heavily regulates electricity while Texas allows free market competition in most of the state.
Yet, Texas produces more than double the amount of wind, solar and other renewable electricity as California while California’s retail electric rates were 89 percent higher than Texas’ in 2017."
