Is this frame spiking normal?

Hi all,

I'm unfortunately experiencing frame spiking in games with my new build. Now, I've never really paid attention to the statistic prior to now but obviously I just dropped a fair bit of cash and I want my build to work as intended.

I'm experiencing the issue in the 3 games I've tried: Fortnite, CS GO to a lesser extent and Black Ops 4 (spikes in the 50ms region every 30-40 seconds).

Build:
i5 9600k
Z390 AORUS PRO
GTX 970
DDR4 Patriot 3200Mhz RAM (EDIT: 2 x 8GB)
Seasonic 850W PSU

Here is an example of Fortnite frame time spikes:

I should note that I've tried pretty much everything to troubleshoot (everything reverted to stock, different GPU tried, different windows versions, different hard drives, RAM in different slots, 1 RAM stick used, different BIOS versions, tried different PSU, tried no fans connected, different monitor, USB 2.0 header, different PCIE slots).

I can only really see it being a problem to do with the motherboard, CPU or RAM. Is it most likely to be a problem with the motherboard?

Any thoughts would be welcome.

NB: My setup is in my shed, so the cable that provides mains to my shed does travel a fair bit of distance. I'm also using high quality AV2 powerline adapters but testing with mobile internet yielded the same results. Furthermore, running 3DMark Firestrike graphic benchmarks seemed to provide normal frame times.

2 x 8 GB correctly configured A2 and B2, I've also tried A1 & B1 with same results. One thing of note though, when I run userbenchmark it says 'WARN: Unable to process RAM module 0h', I'm not sure if that's relevant. Decent scores though. Same frame time spiking at stock values (2133mhz RAM etc)
