I'm unfortunately experiencing frame spiking in games with my new build. Now, I've never really paid attention to the statistic prior to now but obviously I just dropped a fair bit of cash and I want my build to work as intended.
I'm experiencing the issue in the 3 games I've tried: Fortnite, CS GO to a lesser extent and Black Ops 4 (spikes in the 50ms region every 30-40 seconds).
Z390 AORUS PRO
DDR4 Patriot 3200Mhz RAM (EDIT: 2 x 8GB)

I should note that I've tried pretty much everything to troubleshoot (everything reverted to stock, different GPU tried, different windows versions, different hard drives, RAM in different slots, 1 RAM stick used, different BIOS versions, tried different PSU, tried no fans connected, different monitor, USB 2.0 header, different PCIE slots).
I can only really see it being a problem to do with the motherboard, CPU or RAM. Is it most likely to be a problem with the motherboard?
Any thoughts would be welcome.
NB: My setup is in my shed, so the cable that provides mains to my shed does travel a fair bit of distance. I'm also using high quality AV2 powerline adapters but testing with mobile internet yielded the same results. Furthermore, running 3DMark Firestrike graphic benchmarks seemed to provide normal frame times.
