Need help, Overclocking Core I9-9900k

Hello guys, My name is Jimmy, i need help, recently i just bought a pc , the specs is :
Processor : Core I9-9900k
Motherboard : Asus Rog Strix Z390 E-Gaming
RAM : Corsair Vegenance Pro RGB 2666 Mhz 2x8 GB
Cooler : Corsair Hydro Series H115i Platinum Pro RGB Water Cooler
PSU : Corsair RM650 Rmx Series 650 Watt 80 Gold Edition
VGA : Asus ROG Strix OC Edition RTX 2060 6 GB
SSD : Samsung Evo SSD 860 500 GB
Fan : Corsair ML120 PRO RGB 3x Fans

If i want to overclock the Processor/CPU, is that dangerous ? Can anyone teach me how to overclock ?
I have seen this video :
After i overclocked all seems normal but when i start the pc, my pc cant start for 5 sec, after that my pc suddenly start again ( I didn't press anything ) Maybe the Voltage / PSU cant support ? Coz my psu only 650 W ?

Here is another video with an ASUS mobo and the 9900k.
https://www.youtube.com/watch?time_c...&v=bM5XO96b4G0

Just watch the above video and listen to what he talks about then do it yourself. As long as you don't set everything as high as you can you should be fine.
Restarts like that sound like voltage.

The PSU is fine for your PC. Try increasing the core voltage to see if it will stop the reboot.

@MrBalll as already given the link but just wanted to give a few pointers.

always keep all the voltages and settings on manual and at stock voltages. bump the CPU multiple by 1x and reboot till you cant boot into the system any longer. Note the last frequency you could boot onto now start tweaking with the voltages with the tiniest bumps available on you mobo. Lastly OC is fun but it requires a lot of patience.
