So to recap these are the settings I will be testing when I get home tonight:

CPU strap: 100
BLCK Freq: 100
AVX neg offset: 3
AVX-513 neg offset: 3

CPU core ratio: 47 all cores
Min CPU cache ratio: AUTO
Max CPU cache ratio: 30
DRAM Freq: 4000MHz
CPU core voltage: 1.25 (Adaptive)
CPU cache voltage: 0.195v (Adaptive)
DRAM voltage: 1.4

This sound about right?

CPU core voltage Manual mode 1.24v
Cache voltage select Offset mode not adaptive offset and +0.175 or up to +0.195v as needed for stability.

On my 4.7 there Input voltage was set on 1.92v using LLC-4

I was only able to get 4.5 @ 4000Mhz any more on the CPU 4.6 or 4.7 and it will post but not load Windows.

Even at 4.5 Cores 6, 7 and then 3,4 ran HOT I am starting to question my thermal pasting now. Anyone else want to chimi into our conversation here?

Like I said 4.5 all core shouldn't need more than 1.20v of core voltage lower it.

Also forgot
VRM speed spectrum should be Disabled.

Lower your dram frequency until you get to a core clock that's stable auto for now

Also you didn't even set these off my screen shots off either 4.5 or 4.7 I linked too

Input voltage 1.92v
cpu vccio 1.0
cpu system agent 0.95000
pch core voltage 1.01250

Also finally hwinfo is great but you voltages would be a better screen shot of instead of a bunch of distance to tj max stuff

But I agree something isn't right but you're not delidded yet so high temps are going to be an issue until you do
Frankly I would sell the 7900x and swap it out for a 9900x it's soldered and not pigeon pooped together

Adding in those setting I could not even CB at 4.5 it crashes on the first pass.

Lower the dram frequency to auto and also auto for dram voltage.

Bump cache voltage to 0.195 instead of 0.175
Try again.

Thanks for adding the voltages finally
Also post the core temps next time.

9900x that hot at 4.5 is whacky bad you should rma that cpu cooler it's clearly not working.

@ThrashZone I think what's happening is that I changed the NOCTUA fans to suck out all the Hot Air from inside of the case through the Radiator and out of the top I think this might be the issue of why the CPU is running hot I might have to switch the orientation of my cooler to the Intake side. I think there is too much HOT air near the CPU side as it sits in the back where HOT air is also being pulled out through. So I might have to re-arrange my Air flow.

I will lower the
Dram Frequency to: Auto
Dram Voltage: Auto
Cache Voltage to 0.195 instead of 0.175

So my guess is we are working with the CPU first and the RAM will come after we get the CPU stable?

Hot air will be pushed out where ever it can..
Yes again dram always last to oc.
