OC 9900x unable to get more than 4.5 Stable.

Hello Overclockers,

Let me give you a bit of back story the last machine I OC was a DELL 790i Ultra board where the concept was unlinking the FSB and manually changing the parameters.

Fast Forward to today it's time to build a Monster and the goal has been achieved, now it's time to get some numbers and I step into the BIOS and I am completely lost with the exception of CPU Frequency Ratio none of the lingo makes any sense to me.

Read some guides, and started tweeking but have been unsuccessful at every circumstance.

I heard this was the GO TO forums for Overclocking and could really use the experience and knowledge to overclock my machine to a stable status.

GOAL:
5GHz (if possible) would be happy to as close to this as possible.

What have I tried:
Setting my XMP profile to see what boosts I would get out of the RAM and was stunned to see it not post. Realized that the profile was asking for 43333Mhz and for some odd reason it did not like that at all. Brought down the Mhz to 4266Mhz and it posted.
I since then reverted back to stock in hopes I can be assisted in doing the CPU manually in conjunction with the RAM.

Heat:
Another thing that is worrying me is that the machine is running hot I am wondering if I might of pasted incorrectly or not enough Grizzly was added to the CPU.
Hardware Info claims: 100 degrees I don't think this is accurate at all.

FANS:I have x3 120 in the front sucking in Air x1 120 sucking out from the back and x3 NOCTUA Ippc fans sucking out from the top.

Any assistance would be greatly appreciated.

So I think I might re-paste, setting my RAM to 4000MHz and all cores to 4.5Ghz ran very hot this can't be normal.

Do all adjustments in bios

1.3v for 4.5 is way too much 1.2v should be a better ball park but on pigeon poop series throwing 1.3v on it will absolutely produce tj max sort of temperatures but 1.3v is usually good for 4.8.

Look towards the end for hwinfo postings of clocks and voltages.

@ThrashZone I did mean AI OC Tuner in the BIOS.

I will most definitely post some pictures. Do you have to have some base settings to test with as there is much here to change from AUTO.

I was thinking of starting off with these settings:

CPU strap: Auto
BLCK Freq: 100
AVX neg offset: 3
AVX-513 neg offset: 3

CPU core ratio: 45 all cores
Min CPU cache ratio: 24
Max CPU cache ratio: 30
DRAM Freq: 4000MHz
CPU core voltage: 1.25
DRAM voltage: 1.3

But apart from CPU and DRAM voltages I don't know what else to adjust, turn off, leave on AUTO, or disable.

For 4.5 you shouldn't need any avx offset at all
Add 1 to each if you go above 4.5...

Looking back 4.5 needs little more than 1.18v on manual vcore seen on the op of the link i posted with llc 1

System agent... can be seen here too input voltage should be fine at 1.9v though.

Hi,
4.7 is pretty much here
avx offset 3 should be more than enough
4.7 should only need 1.24v more will just give a little higher temperatures

Cache minimum no need to set at anything but auto there
30 max cache is okay use cache voltage offset +0.175 up it if necessary to +0.195v to get it just under 1.2v showing max in hwinfo.

Never seen any dram voltage that high of frequency that ran anything lower than 1.4v
1.35v would be default but that is pretty low for 4k frequency

Don't use prime95 for any type of testing.
Use blender and it's free demo rendering files
Or time spy/ fire strike/...
