Don't get a 212. They were a steal when they launched for ~$20 but the price for them nearly doubled and there's better choices now.

Thermalright Le Grand Macho RT, Dark Rock Pro 4, or the NH-U12S/NH-D15 are all good coolers.

Intel i9 9900K Coffee Lake @ X8 5309mhz (+47.5%)
AMD FX-8320 Vishera @ X4 5022mhz (+43.5%)
Intel i5 4690K Haswell @ X4 5013mhz (+43.2%)
AMD X4 960T Zosma @ X6 4870mhz (+62.3%)
Intel i7 6700 Skylake @ X4 4709mhz (+38.5%)
Intel i5 6400 Skylake @ X4 4588mhz (+69.9%)

As said already the 212 Evo is not worth buying its overrated overhyped and overpriced
As for thermal paste Noctua includes some with their coolers so there is no need to buy any paste if you buy a Noctua cooler

as for case fans, should I be using noctua as well? I have the basic stock case fans that came with my case.

You're probably better off buying Arctic P12/P14 or Phanteks PH-F140MP/SP for case intake fans.

Also if you are looking at Noctua NH-U12S (not the NH-U12A which is $100 and the new version with 2 fans) you're usually better off with a <$50 Scythe Mugen 5.
