Need help wit Overclock

Hi, im new on this community

I want to overclock my i9 9900kf 3.6 ghz to 4 ghz with the Intel Extreme tuning utility programm from Intel

i have a H100i I cue water cool for the cpu

so first i want to ask does i need to go in the bios and set there the cpu on overclock or can i start overclock without to go in the bios. i want to overclock with the programm and this why i ask

I overclock all my old rigs- but now with current setup, i simply max my XMP profile on RAM + setting high performance control panel/power settings in Windows & Nvidia- which places a topmost cores automatically around 5Ghz , and steps the rest. Not a true overclocker config, howev- temps & performance are perfect enough for being a gaming rig =)

In the programm XTU i cant change active cores the are grey and my XMP is still on in the MSI Bios look:
