Hitting restart from the AIO case button does not fix it. Tried switching to 2nd bios but it did not load the windows. I will update that too when I get the chance. The only fix I could find was to clear cmos on 1st bios by shorting the jumper.
I thought the jump from 5.0 to 5.1 is the big leap of faith...

Not vbeing able to hit 5.0GHZ is not something you can RMA for. I can't do 4.9 below 1.3. It's called losing the lottery.
I never go over 80. I'm only doing 4.9ghz at 1.30 though. I haven't bothered to go past that yet, not happy with those temps so going to reseat my block and see if I can improve upon it, might even lap it as well.

9900K R0 stepping is hard to get to 5 ghz. The R0s are being binned for 9900KS. P0 stepping 9900k and 9900KF chips will do 5 ghz easier. And having LLC set to none/auto (Auto, Normal, Standard are all the same setting--1.6 mOhms of loadline) is why you can't load windows at 1.375v. Turbo (0.4 mOhms) should get you there at 1.375-1.40v.
This is complete speculation and no documenting to back it up . . . lets not spread things that are best guessed my man. I just picked up a 9900K R0 stepping and it the best 9900k I've had so far , it takes lower vcore and runs cooler runs full avx no issue 79c on prime load. yes I did delid but to save me trouble of taking apart my hard tubing twice.
