Is setup parameter (i.e. sil qaulity) is a good indicator of OC ability of your CPU?

I am aware that there was a debate for setup parameter in Asus' motherboard. It will be appreciated if somebody can post some examples or counter-examples. Thanks.

Yes, although it's not perfect. No one knows what it tests exactly or if it runs any low level voltage tests, but it's already known that this is based on the cpu's default VID--lower VIDs tend to overclock better than higher VID chips.
