Weird CPU Multiplier Issue

Spec:

ASUS Rampage III Formula (x58)
CPU i7-960

Use:

Have been running at 4Ghz on light voltage under AIO cooler (Antec Khuler 920) for long, long time (almost decade?). Been great. Have only upgraded GPU/s for that time. Decided to squeeze a few more mhz out....

Issue:

Playing around and testing; reset the base clock to 166 and the multi to 25.... but it keeps reporting in Windows (on all apps) @ 24.

Any ideas/known causes? I have not hard-cycled the CMOS yet, could that be partial issue?

24 is the default multiplier when Intel Turbo Boost is disabled. To access the 25 multiplier, enable turbo boost in the bios.

There is also a 26 multiplier available but this is only possible when 1 core is active and the C states are enabled (core C3 or Core C6). When overclocking, most users disable the C states so their CPU does not randomly access the 26 multiplier when lightly loaded.

Assumed the 25 multi was unlocked on this chip but it's the 965. thanks!
